(AGI) Brussels, May 26 - The EU Commission will divulge detailsnext Wednesday of its proposed legislation to enforce theimmigration agenda approved on May 13. The proposal envisagesmandatory "redistribution" among EU member states of migrantswho land on the Continent and are entitled to internationalprotection. After the adoption of the redistribution mechanism,Italy and Greece, as recipient countries, will have to submit areception plan with several "hotspots" where asylumapplications will be reviewed by experts of the European AsylumSupport Office (EASO) and Frontex. Even though the plan isstill being drafted, Commission sources confirmed that it neverrefers to the term "quotas", which is opposed by France andother countries and that, in addition, denotes somethingdifferent from the concept of redistribution. Indeed, the term"quota" would imply setting a ceiling on entries, somethingwhich is done in Australia for example, but that Brusselsconsiders to be a violation of the EU treaties. The criteriachosen for the redistribution - GDP, the number of inhabitants,rate of unemployment and number of asylum applications acceptedin the past - will remain unchanged although the redistributionmechanism will exclude the countries hosting the largestnumbers of migrants, namely Italy, Greece and Malta. Theproposal will establish an emergency mechanism for therelocation of 40,000 immigrants, 24,000 of them from Italy, thesource said. It will also contain an estimate of how manyincoming migrants are entitled to asylum, subject to revisionin the future. The estimate will mainly focus on immigrantscoming from the most distressed countries, namely Syria andEritrea. The system is envisaged to be in force for two yearsafter coming into effect, once it is approved by the 28 EUmember states, possibly during the next Foreign Affairs Councilscheduled for June 15 in Luxembourg. On the other hand theEuropean Council meeting of 26 June in Brussels is scheduled toapprove military operations to combat human traffickers. (AGI). .
