The Lombard Environment Energy and Network Agencytherefore felt the need to identify water as a priority area,in times of restricted financial means, to which human andeconomic resources must be allocated in a way to guarantee thesustainable use of a resource that is essential both for theproductive sector and for the health of citizens. The threemain points the debate at the World Regions Forum will focusare: planning the use of resources; participation instrumentsand the negotiation and reduction of consumption.
