(AGI) Brussels, June 30 - An agreement was reached overnight toput an end to the application of higher telephone charges whentravelling abroad: the "roaming fee" will be abolishedthroughout Europe as of June 15, 2017. The EuropeanCommission's proposal dates back a couple of years although theagreement was only sealed on Monday night, at the end of thelatest round of negotiations between the European Commission,Parliament and Council, the so-called "trilogue". In additionto putting an end to roaming fees, new rules will be set toguarantee the "neutrality" of the Internet, enabling allEuropean citizens to access to the Web's contents withoutdiscrimination. The EU rules on Telecommunications arescheduled to be revised again in 2016 through a reform aimed atbetter coordinating different networks within a single digitalmarket. Before calling the end to roaming fees, theagreement signed on Monday night provides for a reduction inadditional charges applied to mobile phones abroad by April2016. Telephone operating companies will only be allowed toinvoice a maximum of 0.05 euros extra for every minute ofconversation, 0.02 euros for text messages, and 0.05 euros perMB of data (VAT excluded). The EU Commission estimates this torepresent a 75 percent reduction compared to the maximum feesapplied at present. (AGI) . .
