(AGI) Brussels, 24 June - Heads of state plan to agree anoffering of relief to Italy and Greece, by taking in 40,000asylum seekers "in clear need of temporary protection" over atwo-year period, according to the latest draft conclusions forthe Summit on Immigration to be held by European Council Headsof State on Thursday and Friday. The draft also confirmsthe need for "the rapid adoption by the Council of a decisionsetting up a temporary and exceptional mechanism to thiseffect." To that end, the text continues, "all Member Stateswill agree by the end of July on the distribution of suchpersons." The binding number of people to be relocated and thedeadline of the end of July seem therefore confirmed. The newdraft also reaffirms the creation of "hotspots" in thecountries at the forefront, "with the active support fromMember States' experts and of EASO, Frontex and Europol toensure the swift identification, registration andfingerprinting of migrants." This "will determine who has theright to international protection and who does not." TheCommission will draft a roadmap detailing the implementation ofthese hotspots "by July". . .
