(AGI) Rome, Sept 21 - Deeply divided by the emergency and withwalls going up in Europe, EU member states this week areseeking an agreement on the redistribution of 120,000 refugees.They are working to reach an agreement ahead of the interiorministers' meeting on Tuesday and the EU summit on Wednesday.The 54,000 refugees who, according to the initial proposal,should have left Hungary, and are not for the time beingincluded in the quotas, are for the moment "frozen" with theirfuture destinations unknown. One possibility is that, inthe absence of a decision within a few months, Italy and Greecewill take them. The total number is still 120,000 and membercountries are seeking to reach a consensus on this, withoutresorting to majority voting. The Czech Republic, Slovakia andRomania are still resistant, while Poland has declared itswillingness to accept more migrants than provided for in thequota system, as long as the EU guarantees the impermeabilityof borders and security. As for the "loophole" for countriesthat do not want to accept all the refugees assigned to them,there is a "safeguard clause" that can cover a maximum of 30percent of the agreed levels. If a country has demonstratedexceptionally serious reasons that justify its failure toaccept its quota, it will have two options: either paycompensation by contributing to the EU Fund for Migration, witha figure that could correspond to the sum the EU gives the hostcountry and that is given by the country from which the migrantis departing, or 6,500 euros; or accept an extension ofreception time. In any case, there will be no option to refuserefugees assigned by the scheme. Of the 15,600 refugees tobe relocated from Italy, the draft envisages that 3,064 will goto France and 4,027 to Germany. Hungarian Prime Minister,Viktor Orban, who has warned against the "threat" of massmigration and argued EU countries should be able to defendthemselves, has at the same time seen his support rise in thepolls. Confirming the tensions, Croatia has already made itknown that it will ask Greece to stop distributing new migrantsto the rest of the EU. The emergency is also continuing inTurkey, where a march of refugees who wanted to reach Europe onfoot was halted just outside Istanbul. About 700 people, mostlySyrian and including women and children, were trying to walkthe 250 kilometres from central Istanbul to Edirne on theGreek-Turkey border. (AGI) . .
