(AGI) Rome, Oct 1 - The decriminalisation of marijuana may bein Italy's future, as the lower House of the Italian parliamentwill examine the bill on the legalisation of cannabis by year'send. The text of the bill had recently been included in thequarterly schedules by the conference of the party groupleaders. The first examination will take place within theJustice Committee. Citizens who have come of age will beallowed to use marijuana (derived from the cannabis plant) forrecreational purposes and keep 15 grams in their homes, and 5grams outside of their houses. The text of the bill wasconcluded on Thursday in Montecitorio's quarterly calendar bythe conference of party group leaders. The most interestingpassages of the text include: - Possession: legal possessionof marijuana for recreational purposes, from 5 grams to 15grams in private homes, which will not require authorisation.Drug dealing will be punished, however, even if under 5 grams.Therapeutic use of marijuana is allowed with a medicalprescription, even if greater than the amount allowed forrecreational purposes. - Private plant crops: it is allowed togrow up to five female cannabis plants, both individually or inassociations. It is allowed to keep the produce of the cropsgrown. - Cannabis social clubs: when the plant is grown byassociations, the latter must be a non-profit association whosemembers will need to be adult citizens residing in Italy andmust not exceed a total number of 50. - Sale of cannabis: plantcultivation, the preparation of its by-products and retailselling will be under a monopoly system. Also, privateindividuals can be entitled to sell only followingauthorisation granted by the Agenzia delle Dogane e deiMonopoli. - Medical treatment: norms have been envisaged inorder to streamline the selection of cannabis cultivation areasfor medical purposes and of the pharmaceutical companiesauthorised for cannabis' production. The procedures fordelivery, prescription and sale of medication containingcannabis have been streamlined as well. - Bans: a generalprinciple bans marijuana and hashish smoking in public spacesand in working environments, both private and publicworkplaces. Marijuana and hashish smoking will only be allowedin private places, both indoors and outdoors. - Ban whendriving: legalisation of marijuana will not imply a mitigationof the Street Code regulations and the penalties for being in astate of psychological and physical alteration while driving. -Prevention: 5 percent of the yearly profits made by the Statefrom the legalisation of the market will be allocated toprojects of the National Fund for actions against drug abuse.. .
